Richard Allen Garriott is probably the most famous game developer, largely thanks to his Ultima series.

He won a lawsuit against NCSoft, a Korea-based game company. The lawsuit was factually on whether NCSoft terminated Garriott or Garriott walked out voluntarily. If the termination was voluntary, Garriott's had to exercise his stock option within 90 days from termination. If NCSoft let Garriott go, he could exercise his stock option any time. Garriott alleged that NCSoft reported his termination as voluntary and forced him to exercise the stock option, thereby causing him millions of loss.

The majority of replies on Korean BBS is sentimentally opposed to Garriott's move after he parted with NCSoft. Many think Garriott is a so-called "Eat-and-Run" (Muk-Twee) and it is unethical that he went after for damages against NCSoft after incurring so much loss to NCSoft by failing to make Tabula Rasa a successful game.

I don't know whether Garriott is a real "Eat-and-Run" and I don't think any internet surfer who doesn't have a knowledge of the balance sheet of the NCSoft-Garriott deal have anything to say about whether he's an Eat-and-Run. I agree with one anonymous reply that NCSoft must have expected attention from the game community when it signed with Garriott and it received such attention indeed. That will make both ends meet. If NCSoft expected Garriott not only would give NCSoft a fame but also the rebirth of Ultima III, it is a different story. Did NCSoft expected another Ultima III? I don't know.

우리 정부가 1991년 유엔 가입이후 1992년부터 ‘동해’의 영문표기인 ‘East Sea'의 확산을 공식적으로 추진한 이래 세계 주요 언론이나 간행물, 지도상에 ‘East Sea'가 ‘Sea of Japan’과 함께 병기되거나 단독 표기되는 사례가 점차 늘어나고 있습니다. 그러나 지난 100여년간 ‘일본해'의 영문표기인 ‘Sea of Japan’이 널리 사용되어온 상황에서 ‘East Sea' 표기를 전 세계적으로 정착시키기 위해서는 보다 많은 노력과 시간이 필요한 것이 사실입니다. 이와 관련, ‘동해’ 표기에 대한 국민 여러분의 이해를 돕기 위해 다음 자료를 게재합니다.

 

 

1. 동해표기 개요
가. '동해'표기의 역사성
 o ‘동해’는 한국인이 2,000년 이상 사용해 오고 있는 명칭으로, “삼국사기(三國史記)” 동명왕편, 광개토대왕릉비, “팔도총도(八道總圖)”, “아국총도(我國總圖)”를 비롯한 다양한 사료와 고지도에서 이같은 사실을 확인할 수 있습니다.
 o 반면 ‘일본해’라는 명칭은 1602년 마테오 리치(Matteo Ricci)의 "곤여만국전도(坤與萬國全圖)"에서 처음 사용된 명칭이며, 일본인 스스로가 동해 수역의 지명을 ‘일본해’로 인식하지 않았음이 다양한 사료를 통해 증명되고 있습니다. 특히, 일본은 19세기에 ‘일본해’ 사용이 증가하게 되었다는 서양고지도 조사결과를 제시하며 ‘일본해’ 명칭이 19세기에 확립되었다고 주장하고 있으나, “일본변계략도(日本邊界略圖, 1809)”, “신제여지전도(新製輿地全圖, 1844)” 등 당시 일본에서 제작된 다수의 지도가 동해 수역을 ‘조선해(朝鮮海)’로 표기하고 있는 사실은 ‘일본해’ 명칭이 일본에서조차 확립된 것이 아니었음을 보여주고 있습니다.
  o 오늘날과 거의 같은 모습의 세계지도가 본격적으로 제작되던 19세기 말~20세기초 일본이 아시아의 강국으로 부상하면서 ‘동해’ 수역은 ‘일본해(Sea of Japan)’라는 표기로 널리 알려지기 시작했습니다. 특히, 1929년 국제수로기구(IHO)가 “해양과 바다의 경계(Limits of Oceans and Seas)” 초판을 발간했을 당시 우리나라가 일본의 식민지하에서 국제사회에 동해명칭의 정당성을 주장할 수 있는 기회를 갖지 못했던 점은 ‘일본해’ 표기의 국제적 확산을 가속화시키는 원인이 되었습니다. 동 “해양과 바다의 경계”는 국제기구 차원에서 지명을 결정하여 수록한 책자로 세계 해양의 경계 및 명칭의 중요한 인용자료가 되었는데, 동 책자의 제2판 발간시(1937년) 우리나라는 여전히 일본의 식민 지배하에 있었으며, 제3판 발간시(1953년)에는 6.25 전쟁 중이었습니다.  
o 6.25 전쟁 이후 국가를 재건하면서 우리는 ‘동해’ 표기가 정당하게 반영될 수 있도록 지속적으로 노력해왔습니다. 가령 1965년 ｢한·일 어업협정｣ 체결 당시 한·일 양국은 해역의 명칭에 합의하지 못해 결국 동해와 일본해를 자국어판 협정문에 각각 별도로 사용키로 결정한 적이 있으며, 민간차원에서도 동해지명을 되찾기 위한 각종 활동을 지속적으로 추진해왔습니다. 이같은 노력에 힘입어 정부는 1991년 우리나라의 유엔 가입 이후 1992년 유엔지명표준화회의에서 처음으로 동해 표기 문제를 국제 회의에서 공식 제기하게 되었습니다.
나. 지명표기의 일반원칙
o 동해수역은 한국, 북한, 일본, 러시아 등에 인접하고 있으며, 특히 동 국가들의 영해와 배타적경제수역(EEZ)을 포함하고 있습니다. 이는 동해수역에서 여러 국가가 ‘관할권’ 또는 ‘주권적 권리’를 공유하고 있음을 의미합니다.  또한, 동해수역은 유엔해양법협약 제 122조에 의해 규정된 '반폐쇄해(semi-enclosed sea)'에 해당됩니다.  (반폐쇄해:2개국 이상에 의하여 둘러싸이고 좁은 출구에 의하여 다른바다나 대양에 연결되거나, 또는 전체나 그 대부분이 2개국 이상 연안국의 영해와 배타적경제수역으로 이루어진 만, 내만 또는 바다)
o 두 개 이상의 국가가 공유하고 있는 지형물에 대한 지명은 일반적으로 관련국들간의 협의를 통해 결정하며, 만약 지형의 명칭에 대해 합의하지 못하는 경우, 각각의 국가에서 사용하는 지명을 병기합니다. 이러한 지도제작의 일반원칙은 국제수로기구(IHO)와 유엔지명표준화회의(UNCSGN)의 결의에서도 확인되고 있습니다.
o 상기 지도제작의 일반원칙 및 관련 결의에 따라 우리 정부는 일본과의 양자협의를 시작하였으나, 협의 과정에서 일본측의 비타협적인 태도로 그간의 논의가 아무런 성과를 거두지 못하고 교착 상태에 빠져 있습니다. 이러한 상황을 감안할 때, ‘동해’와 ‘일본해’는 병기되어야 할 것입니다.
 

지명병기관련 국제기구 결의 개요  【국제수로기구(IHO) 결의 A.4.2.6(1974년)】  o 2개국 이상이 지형물을 공유하는 경우(다른 명칭으로), 단일 지명에 합의를 위해 노력하되, 공통 지명 미합의시, 기술적인 이유로 불가할 경우를 제외하고 각각의 지명 사용(병기) 권고 【유엔지명표준화회의 결의 Ⅲ/20(1977년)】  o 2개국 이상의 주권하에 있거나 2개국 이상 사이에 분할되어 있는 지형물에 대하여 당사국간 단일 지명에 관하여 합의하지 못할 경우 서로 다른 지명을 모두 수용하는 것을 국제지도 제작의 일반 원칙으로 할 것을 권고

다. 국제사회의 ‘동해’표기 정당성에 대한 지지입장 확산
우리의 지속적인 교섭으로 세계언론, 각국 지도제작사, 출판사 등에서 최근 ‘동해’와 ‘일본해’를 병기하는 사례가 지속적으로 늘어나고 있습니다.
  o 일본 외무성과 우리나라 외교부의 조사 결과에 따르면, 2000년(일본 조사)에는 2.8%만이 “동해/일본해”를 병기하였으나, 2005년(일본 조사)에는 10.8%가 병기(상용지도의 경우 18.1%)하였으며, 2007년(우리 조사)에는 23.8%가,  2009년(우리조사)에는 28.07%가 “동해/일본해”를 병기하고 있는 것으로 나타났습니다.
o 이처럼 국제적으로 지도제작사와 언론사 등에서 ‘동해’와 ‘일본해’를 병기하는 경우가 꾸준히 증가하고 있는 사실은 ‘동해’ 표기에 대한 국제사회의 인식과 이해가 확산되고 있음을 보여주고 있습니다.  
라. 일본의 잘못된 주장 : 유엔 사무국의 ‘일본해’ 단독표기 관행
o 일본은 외무성 홈페이지 및 각종 홍보자료 등을 통해 유엔이 ‘일본해’ 표기를 승인했다고 주장하고 있습니다. 그러나, ‘일본해’ 명칭을 사용하고 있는 것은 유엔이 아니라 유엔사무국으로, 사무국의 ‘일본해’ 표기 사용은 192개 유엔 회원국의 입장과는 무관한 사무국의 편의적 관행에 불과합니다.
o 또한 유엔사무국은 ‘분쟁지명에 대한 양자간 합의에 이르기 전까지는 가장 널리 사용되는 명칭을 사용한다’는 사무국 내부의 관행에 의거, ‘일본해’ 단독 표기를 사용하고 있으나, 이러한 관행은 사무국 내부적으로 유지되고 있는 편의적인 관행일 뿐이라는 점을 대외적으로 분명히 하고 있습니다. 아울러, 유엔사무국은 이러한 관행이 관련국간의 분쟁에 있어 일방의 입장을 지지하는 것이 아니며, 동시에 분쟁당사국 일방의 입장 강화를 위해 원용되어서도 안 된다는 점을 명확히 하고 있습니다.
o 따라서 일본의 주장은 유엔 사무국의 관행을 오용한 명백히 잘못된 주장입니다.
지명은 역사와 문화의 산물인바, 비록 일본이 빠른 문호개방으로 국제사회에 먼저 알려지고, 특히 우리나라가 일본의 식민지배를 겪으면서 ‘일본해’가 널리 사용되게 되었으나, 우리의 역사에서 ‘동해’ 명칭이 사라진 적은 한 번도 없었습니다. ‘동해’는 2,000년 이상 사용되어왔으며, 현재도 7,500만명의 한민족이 사용하고 있는 명칭으로, 우리 정부는 ‘동해’ 명칭이 세계 지도에 정당하게 반영될 수 있도록 앞으로도 지속적인 노력을 기울여갈 것입니다.

Various Ways of Using IC Recorder

SONY ICD-UX70 IC Recorder is the one I have. I bought this tiny recorder about 2 years ago to record meetings I attended. Most of the times, I recorded the meetings using line-in from the headphone jacks provided at the meeting halls. This device works great on the line-in mode.

• Concert Recording

On the last Friday, I had a chance to test its microphone at a concert hall. I went to the Daejeon Culture and Arts Center for Mahler No.1 Symphony (often known as "Titan"). My seat was B (5,000 Korean Won) and was on the third floor.

The recording came out great. The sound quality is better than that of 1960's LP. It was amazing that such a small device can record a musical performance at a huge concert hall without any additional technical boost.

I've listened to the recording several times over the weekend. Of course, I wouldn't distribute the recording to any body. :)

• Conversation Recording

I also recorded a conversation between two people who sat in the row right in front of me. I couldn't hear their conversation with my ears, but the recorder caught it.

• Raindrops

Raindrop sound wasn't real to me. It was more like poking noise and nothing like the usual sound image I had in mind.
